Even a year ago, I probably would have said "no, don't waste your money."  But the newer fractionated CO2 lasers look promising, although the data is early and sparse.  It can often take several years for advanced laser centers to work out great protocols for new lasers. However, if the problem is really a loose platysmal band, the laser can't help with that. 

You might want to go for a consultation (see our doctor guide) and find someone in your region with a great reputation with lasers.  Look at the DEKA DOT system and the Lumenis Active/Deep Fx in particular.  Expect to need several treatments though and some "down time."  They will give you more specific answers at your consultation.
