In general, I think a cosmetically focused dermatologist is better with lasers than a plastic surgeon because most dermatologists have hands on experience with their lasers even if they delegate them now.  Most plastic surgeons like to operate and don't know much about the lasers themselves.  They usually hire nurses to operate the lasers but don't really supervise them well.  There are some exceptions though.  I personally know several plastic surgeons who really love and understand lasers. 

Broken blood vessels are easy -  most people do well with either a pulsed dye laser (like Gentlelase) or a powerful IPL system (like the LumeOne).  To "rejuvenate and even out skin tone" is tougher because the system needed depends on your age, number of brown spots, wrinkles, etc.    Dr. I
