This is a good question.  The best data on this comes from Dr. Henry Chan who is based in Hong Kong.  One of his papers published in Lasers Surg Med 2007;39:381-5 titled "The prevalence and risk factors of post-inflammatory hyperpigmentation after fractional resurfacing in Asians" is excellent if you want to read it.  

To make a long story short, Fraxel laser is safe for Asian skin if the settings are adjusted for skin type (usually decreased density), strict sun/light precautions are taken, and a high quality sunscreen is used along with possible pre and post treatment hydroquinones.  Please only go to expert clinics for this.  This is not the place to try to save money.  Here is more helpful information about Fraxel treatments.  Hope this helps.   Dr. I
