You are wise to be a bit careful!  If you can do it in the winter and not be tan at all, you might do well with an IPL (photorejuvenation).   BUT………  you must go to an expert dermatologist’s office and work with an experienced laser provider.  The wrong settings could cause more discoloration (often temporary).  The  Fraxel is an option for you but it wouldn’t get rid of the capillaries as well and is usally more expensive.   A consult ahead of time is key so you can ask all the important questions.  Please see our section on finding a good doctor .  Dr. I
